Allow this forum to issue user API keys

I’d like to be able to use the DiscourseHub app on this forum and it needs the site admin to issue user API keys. Would @staff be open to enabling user API keys?

It is enabled, otherwise Fig app wouldn’t be able to access the forums either. So we don’t restrict DiscourseHub
